Lian Ryan-Hume (Najami) is Head of Trust & Safety Policy for the Middle East, Africa, and Southern Europe at TikTok. She leads a team responsible for developing and implementing policies that protect users and uphold platform integrity across some of the world's most complex and rapidly evolving digital environments. Her work spans the full governance lifecycle, from regulatory engagement and cross-functional strategy to content moderation frameworks and enforcement design, with a particular focus on context-driven, regionally grounded approaches. An international speaker on digital governance and online safety, Lian has addressed audiences at major industry forums, including the Trust & Safety Summit in London, and regularly contributes to discussions at the intersection of platform governance, digital safety, and emerging technology. Her perspective on fraud and online harm is informed by extensive experience across regions that present distinctive challenges for cross-border coordination and platform accountability. Lian brings a decade of experience spanning multilateral organisations, national governments, and global NGOs. At age 21, she was named to the Forbes 30 Under 30 list. She is the first Arab-Israeli Rhodes Scholar and holds two master's degrees from the University of Oxford, an MSc in Comparative Social Policy and a Master of Public Policy, as well as a Policy Leaders Fellowship from the European University Institute in Florence.
